The purpose of the project is to enhance the capacities of a network of enabled and committed transport-related institutions, at the national and local levels, that are able to effectively identify, promote and undertake EST strategies and initiatives, in support of national progress and development. CASE STUDIES

One of the major outputs of the project include: a) case studies on effective approaches and best practices in achieving EST objectives in Cebu City, Iligan City, Cagayan de Oro City, San Fernando City (La Union) and Marikina City. The case studies were presented in the National Conference on EST.

NATIONAL CONFERENCE ON ENVIRONMENTALLY SUSTAINABLE TRANSPORT (EST)

Draft case study reports on Marikina City and Iligan City were presented by Dr. Noriel Tiglao (Project Manager), Cebu City and San Fernando City by Dr. Karl Vergel and Cagayan de Oro City Dr. Sheilah Napalang with the aim to highlight effective approaches and best practices/ strategies in achieving EST objectives. Local government officials and academe counterparts of the case study cities, as well as, that of Metro Manila were invited as well as representatives from key agencies and funding institutions in order to draw attention on innovative EST strategies. DOTC Undersecretary for Road Transport Anneli R. Lontoc (keynote address) and DOTC Project Development Service Director Ildefonso T. CEREMONIAL SIGNING OF THE DOTC-UPD MOU

At the concluding part of the national conference, a ceremonial signing of the DOTC-UPD Memorandum of Understanding (MOU) was held. DOTC Undersecretary Anneli R. Lontoc and UP College of Engineering Dean Rowena Cristina L. Guevara graced the occasion on behalf of the partners. The 3-year MOU is for joint activities where UP can provide technical expertise to the DOTC in formulation of policies, review of policies and implementation of various programs. A MOA creating the DOTC-UPD Joint Committee was signed in 2007.

    • UP-NCTS participated and co-facilitated the initial formulation of programs for the SVPCF

  2. SVPCF Program Formulation, October-November 2007
    • The Center worked with the DOTC in formulating and finalizing activities to be funded under the SVPCF for implementation in 2008-2010
    • A total of 20 activities formulated under the SVPCF were submitted to the Road Board on November 9
      (2007) by the DOTC.

Meeting on the Probe Car System, 7 February 2007

  • No. of Participants: 19
  • A meeting was held at the Center to formulate agency research plans for the use of the system especially for the year 2007. Initial plans of the MMDA, DOTC-LTFRB, PNR and UP-NCTS were presented at the meeting and a memorandum of agreement (MOA) among the concerned agencies and organizations to formalize the use of the system for joint data collection and cooperative studies was also agreed to be established in 2007.

ROAD SAFETY INITIATIVES

Training Course for Public Utility Drivers
LTFRB, AAP and UP-NCT

5 - 7 June 2007, UP-NCTS - To help reduce the number of road accidents in the country, LTFRB together with AAP and UP-NCTS has organized a training course for public utility drivers. Initially offered to taxi drivers, the goal is to educate the participants through a training specifically designed for them which will lead towards the professionalization of the public utility driving occupation.

National Road Safety Committee Planning Worshop
DOTC

28 February - 2 March 2007, Tagaytay City - Organized by the Department of Transportation and Communications, the 3-day planning workshop was held to review the Phil. Road safety Action Plan (Activities and Budget Cost) and the Department Order no. 2004-31 or the Creation and Composition of the Technical Working Group for the National Road Safety Committee, wherein they identified the members of the NRSC. Another topic that was discussed was the Preparation of the Five-Year Work Program.

Road Safety Conference
AAP, TOYOTA and UP-NCTS

The concept of the Road Safety Conferences is to provide a forum among stakeholders, for the promotion of Road safety in the Philippines, initially focused on the Metro Manila area. The forum aimed at

  • Providing an avenue for information dissemination on the road safety conditions in the country, particularly in Metro Manila area;
  • To promote discussions of key issues on road safety policies and practices, and related matters;
  • To invite both the government and the private sector in workshops leading to development of road safety improvement actions plans, and;
  • To propel active participation of stakeholders on road safety projects and initiatives.

The six (6) conferences held from September of 2005 to August of 2007, were made possible through the efforts of Automobile Association Philippines (AAP), Toyota Motor Philippines (TMP), and UP- National Center for Transportation Studies. The major outputs from the conferences are the Road Safety Call Center and the UP Diliman Transportation and Traffic Study which will showcase the university as a traffic safety area.
