CAPACITY-BUILDING AND SOCIAL MARKETING FOR ENVIRONMENTALLY SUSTAINABLE TRANSPORT (EST)

Summary

The University of the Philippines National Center for Transportation Studies (UP-NCTS) is currently undertaking a project entitled, "Capacity-building and Social Marketing on Environmentally Sustainable Transport (EST)". This action is part of the Environment and Natural Resources Capacity and Operations Enhancement (ENR CORE) Programme which is implemented by the Department of Environment and Natural Resources (DENR) with funding support from the United Nations Development Programme (UNDP).

The objective of the project is to enhance the capacities of a network of enabled and committed transport-related institutions, at the national and local levels, that are able to effectively identify, promote and undertake Environmentally Sustainable Transport (EST) strategies and initiatives, in support of national progress and development. Please find the attached background report on the project.

Over the past 5 months, consultation meetings with Chief Executives and key officers the cities of Cebu, Iligan, Cagayan de Oro, Marikina and San Fernando City, La Union have been conducted. EST seminar-workshops for Cebu, Iligan and Cagayan de Oro and San Fernando have been successfully conducted. There is now enhance awareness on the part the Chief Executives of the cities on the importance of EST and the need to partner among themselves. The results of these activity shall be documented as case study reports and aims to highlight effective approaches and best practices/ strategies in achieving EST objectives.

It is the intention of the Center to present the results during the National EST Conference which will be set on December 11, 2007. In this conference, we hope to bring Local Chief Executives of the case study cities, as well as, that of Metro Manila. We will also invite representatives from key agencies and funding institutions in order to draw attention on innovative EST strategies. This will indeed be an auspicious event to once again raise the sustainable transport issues of Metro Manila but certainly gaining new insights from the case study cities.
