The UP National Center for Transportation Studies (UP NCTS), in cooperation with the Department of Public Works and Highways (DPWH), successfully conducted the Training Course on Road Works Safety from October 13 to 17, 2025. The week-long program aimed to equip engineers, planners, and practitioners with the technical knowledge and practical skills necessary to ensure the safety of both workers and road users during the planning, implementation, and supervision of road works.
A total of 44 participants attended the training, representing Pasig City, Quezon City, the Bases Conversion and Development Authority (BCDA), Manila Toll Expressway Systems, Inc., UP NCTS and CTI Engineers. Workshop sessions were held in Pasig City, where participants applied classroom concepts through hands-on exercises and field assessments of actual road work sites.
Resource persons and speakers from UP NCTS and DPWH shared their expertise throughout the course. From DPWH, Engr. Judith Tagle, Chief of the Road Safety Audit Section, and Engr. Mae Ann Tandoc, Engineer III, provided valuable insights on DPWH standards, guidelines, and practical approaches to managing safety risks in road work zones. The academic component was further enriched by Engr. John Jowhell Villegas, Dean of the Antipolo Institute of Technology, who guided participants during the on-site road works safety assessment.
From UP NCTS, Engr. Aileen U. Mappala discussed Worksite Layout and Signs for Worksites, Traffic Control Devices and Other Safety Facilities, and Worksite Traffic Controllers; Engr. Julshabar U. Halil lectured on Level of Service Analysis; and Dr. Ma. Sheilah G. Napalang provided an overview on Introduction to Worksite Traffic Management. Their sessions highlighted the importance of sound engineering principles, data-driven analysis, and coordinated traffic management in ensuring worksite safety.
The training culminated with workshop presentations, where participants showcased their proposed Traffic Management Plans (TMPs) for various road work scenarios in Pasig City. The program formally concluded with closing remarks delivered by Engr. Sheila Flor D. Javier, on behalf of Dr. Jun T. Castro, Director of UP NCTS. Engr. Javier commended the participants for their active participation, insightful presentations, and strong commitment to advancing road safety practices within their respective institutions.
Through this capacity-building initiative, UP NCTS and DPWH continue to strengthen institutional competencies in road works safety management, supporting national efforts to improve traffic safety, protect workers, and minimize disruptions during infrastructure development.
