Mayor of Surigao City Seeks UP-NCTS Assistance for Comprehensive Transport and Traffic Management Plan

In a proactive move towards urban development, the Honorable Pablo Yves L. Dumlao, Mayor
of Surigao City, paid a visit to the UP National Center for Transportation Studies (UP NCTS) on
February 8, 2024. The purpose of the visit was to seek valuable assistance and expertise from
UP NCTS in the preparation of a Comprehensive Transport and Traffic Management Plan for
the city.
Mayor Dumlao was warmly received by Engr. Sheila Flor D. Javier, Head of the Training
Division of UP-NCTS, and EnP. Jerome N. Ballarta, University Extension Specialist,
representing Dr. Jun T. Castro, Director of UP NCTS. The meeting was marked by a
collaborative spirit as the Mayor expressed the city’s commitment to enhancing its transport and
traffic management infrastructure.
During the discussions, Engr. Sheila Flor D. Javier and EnP. Jerome N. Ballarta presented the
capabilities of UP-NCTS in providing technical expertise for urban transportation challenges.
They shared insights on successful traffic management plans implemented in other areas,
emphasizing the integration of sustainable and innovative approaches.
Mayor Dumlao conveyed the city’s vision for a modern, efficient, and sustainable transportation
system that caters to the growing needs of Surigao’s residents and businesses. The Mayor sought
UP-NCTS’s expertise in developing a plan that encompasses various aspects, including traffic
flow optimization, local public transportation route enhancement including bus, jeepney and
tricycle routes, and the integration of smart technologies.
Engr. Sheila Flor D. Javier expressed the commitment of UP-NCTS to collaborate with Surigao
City in creating Comprehensive Transport and Traffic Management Plan. The center will
leverage its multidisciplinary approach, combining research, technology, and best practices to
formulate a comprehensive strategy aligned with Surigao’s unique urban landscape.
The meeting concluded with an agreement to initiate the collaborative efforts immediately. This
partnership signifies a significant step towards ensuring a sustainable and well-managed
transportation system that aligns with the Mayor’s vision for the city’s future.
