The Manila International Airport Authority (MIAA) has demonstrated its commitment to elevating traffic management within the Ninoy Aquino International Airport (NAIA) Complex by partnering with the University of the Philippines National Center for Transportation Studies (UP NCTS). The partnership saw the successful conduct of a training program, attended by 30 participants from different MIAA key departments, including Airside Police Division, Landside Police Division, Airport Police Department, Police Detection and Reaction Division, Police Intelligence and Investigation Division, and Terminal Police Division, with the goal of optimizing traffic flow and ensuring safety within the NAIA Complex. This strategic partnership brought together the expertise of distinguished resource persons, including Engr. Aileen U. Mappala, Director of UP Diliman Transportation Management Office; Dr. Hilario Sean O. Palmiano, Associate Professor from the UP Institute of Civil engineering; Dr. Ricardo G. Sigua, former Director of UP NCTS; P. Col. Oliver S. Tanseco, Chief of Regional Maritime Unit of National, Capital Region. Philippine National Police (PNP); Col. Peter N. Dionisio (Ret.), and Mr. Antonio Pagulayan, Head, Traffic Education Division of the Metro Manila Development Authority (MMDA).
The comprehensive training program, held from July 3 to 7, 10, and 14, 2023, aimed to optimize traffic flow, enhance safety measures, and streamline vehicular movement within one of the country’s busiest airports. The collaboration with UP National Center for Transportation Studies enriched the program with academic research and cutting-edge insights, ensuring that the curriculum incorporated the latest advancements in traffic management techniques and methodologies.
Throughout the comprehensive training, participants were equipped with best practices, strategies, and tools in traffic management, tailored to the unique demands of airport traffic. The diverse expertise of the resource persons provided a well-rounded and multifaceted approach to the training, addressing various aspects of traffic management in a holistic manner.
After completing all the modules, the graduation ceremony, held to honor the graduates’ achievements and the commendable performance of 14 participants who completed the training with distinction, was graced by BGen. Manuel S. Gonzales AFP(Ret.), Officer-in-Charge, Office of the Senior Assistant General Manager, Concurrent General Manager Security and Emergency Services, APSupt. Reynante F. Datu, Manager of Landside Police Division, APSupt. Luis R. Cometa Jr., Manager of Airport Police Department, Ms. Edelyn P. Solano, Officer-in-Charge of Administrative Department and Mr. Mario P. Villalobos, Officer-in-Charge of Human Resource Development Division, who distributed certificates to the graduates. Dr. Jun T. Castro, Director of UP NCTS, also delivered a significant message during the ceremony. Dr. Castro emphasized the significance of their role as traffic law enforcers in ensuring the safety and efficiency of one of the country’s busiest airports. He commended the participants for their dedication to continuous learning and expressed confidence in their ability to implement the acquired knowledge effectively.
The success of the training program is expected to have a lasting impact on traffic management within the NAIA Complex. The 30 participants, equipped with enhanced skills and knowledge, are now better equipped to regulate traffic, minimize congestion, prevent road crashes, and ensure the smooth movement of vehicles within the airport premises.
