Research, Extension, and Professional Staff (REPS) and Research and Extension Fellows (REFS) from the UP National Center for Transportation Studies (UP NCTS) participated in the Consultative Workshop on Local Transportation Issues and Concerns held in Naga City from June 9 to 10, 2025. The activity was part of a broader collaboration under a Memorandum of Agreement among Bicol State College of Applied Sciences and Technology (BISCAST), the City Government of Naga, and the UP-NCTS Foundation, Inc. (UPNCTSFI), which aims to jointly prepare a comprehensive Transportation and Traffic Management Plan (TTMP) for the city. Representing UP NCTS were REPS Mr. Glenn Simon Latonero and Mr. Sahid Kamid, and REFS Dr. Jose Regin Regidor.

The event featured presentations from BISCAST and UP NCTS on the Sustainable Urban Mobility Plan (SUMP), Local Public Transport Route Plan (LPTRP), and the Star Rating for Schools (SR4S). Other stakeholders, including SEERMO, GIZ, and SafeTravelPH, presented ongoing ordinance reviews and innovations such as TRANSCEND and PARASOL. Mayor Leni Robredo also took part in the program to provide strategic guidance, as outlined in the agenda.
On the second day, workshops focused on aligning individual and institutional transport efforts, assessing mobility needs, and fostering participatory governance. Participants represented the academic, government, and civil society sectors. The event embodied the principles of collaborative, data-driven planning and reaffirmed the shared commitment of Naga City, BISCAST, and UP NCTS to advancing people-centered, safe, and sustainable mobility solutions.
