OTC and UP NCTS Conduct Advanced Fleet Management Workshop in Cebu City

The Office of Transportation Cooperatives (OTC), under the leadership of Chairman Atty. Teofilo E. Guadiz III, in partnership with the UP National Center for Transportation Studies (UP NCTS), successfully conducted a two-day Advanced Fleet Management Workshop on January 14–15, 2026 in Mandaue City, Cebu.

The workshop forms part of OTC’s continuing initiatives under the Public Transport Modernization Program (PTMP) to strengthen the operational, financial, and management capacities of transport cooperatives and key stakeholders. The activity aimed to equip participants with advanced tools and strategies that promote sustainable, efficient, and data-driven transport operations.

Day 1 commenced with participant registration, opening ceremonies, and an orientation on the PTMP framework. This was followed by in-depth lectures and workshops on Financial Management and Acquisition and Replacement Management, which focused on enhancing participants’ understanding of sound financial practices and strategic fleet renewal to ensure long-term cooperative sustainability. The sessions on Financial Management and Acquisition and Replacement Management were facilitated by Ms. Norina S. Salvador, CPA.

Day 2 featured specialized modules on Inventory Management, Vehicle Tracking and Monitoring, and Reporting and Analytics. Participants actively engaged in discussions and hands-on workshops designed to improve monitoring systems, strengthen data-driven decision-making, and increase the overall operational efficiency of transport cooperatives. The Vehicle Tracking and Monitoring session was led by Dr. Wilson M. Tan of the UP Diliman Computer Science Department, the Inventory Management module by EnP. Jerome N. Ballarta, and the Reporting and Analytics session by EnP. Geoel Anthony Y. Esguerra.

The workshop concluded with a Re-Entry Action Plan (REAP) Workshop facilitated by Engr. Sheila Flor D. Javier, during which participants developed concrete action steps to be implemented within their respective cooperatives. Closing remarks, the awarding of certificates, and a photo session formally capped the two-day activity.
