In a significant step toward enhancing local transport planning capabilities, the University of the Philippines National Center for Transportation Studies (UP NCTS), in collaboration with the UP NCTS Foundation, Inc. (UPNCTSFI) and the City Government of General Trias, successfully conducted a Capacity Building on Transport Demand Modelling and Simulation for Sustainable Mobility Planning from March 19 to 21, 2025, at the Dencito P. Campaña Hall, General Trias City.

The three-day training brought together 34 participants from the Province of Cavite, Municipality of Tanza, City of Trece Martires, the Department of Public Works and Highways (DPWH), different transport-related offices and various departments of the City Government of General Trias. The program was designed to strengthen the technical skills of local planners, engineers, and development officers in using transport modelling tools for evidence-based and sustainable mobility planning.

Participants were introduced to the basic concepts and processes in transport demand modelling, simulation techniques, data requirements, and interpretation of model results for urban transport policy development. A key highlight of the training was the introduction of the Localsim software and T4cast—innovative transport modelling tools developed by the Intelligent Transport Systems (ITS) Laboratory of UP NCTS through the funding support of the Department of Science and Technology (DOST).

Another key component of the program was the presentation of survey results from various data collection activities conducted in General Trias. These included household interview surveys, traffic counts, public transport route mapping, and travel behavior studies, all of which formed the foundation of the transport demand model being developed. The survey findings provided valuable insights into the city’s current mobility patterns, transport needs, and areas for intervention—ensuring that planning and simulation efforts are grounded in real-world conditions.

The initiative emphasized the importance of data-driven, integrated, and participatory planning approaches in addressing today’s transport challenges. It also underscored the critical role of local capacity building in achieving sustainable and inclusive mobility for fast-growing cities like General Trias and the wider Cavite region.

This collaborative effort is part of UP NCTS and UPNCTSFI’s ongoing mission to empower LGUs through training, research, and innovation, ensuring that Philippine cities are equipped for the future of mobility.
