DOTr, LTFRB Personnel Undergo Capacity-Building in Local Public Transport Route Planning Tools

In a unified effort to enhance local transport planning, the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB), in cooperation with the UP National Center for Transportation Studies (UP NCTS), held a Training Workshop on Local Public Transport Route Planning (LPTRP) Tools from March 4 to 6, 2025, at Ibis Hotel, Cubao, Quezon City.

Spearheaded under the leadership of LTFRB Chairperson Atty. Teofilo E. Guadiz III, the workshop forms part of the agency’s commitment to empower its regional personnel in support of the Public Transportation Modernization Program (PTMP).

The training aimed to equip DOTr and LTFRB staff from across the country with the knowledge and tools needed to prepare and evaluate LPTRPs—key components in building inclusive, efficient, and data- driven transport systems.

Resource persons from UP NCTS included Dr. Jun T. Castro, Engr. Ramir Seraphim Angeles, Dr. John Justine Villar, Engr. Aileen U. Mappala, Engr. Sheila Flor D. Javier, Engr. Arse John Salison, EnP. Jerome N. Ballarta, and Mr. Geoel Anthony Esguerra, who led sessions on data collection, GIS mapping, transport modeling, and route rationalization.

The three-day workshop featured case studies, tool demonstrations, and interactive discussions, highlighting practical approaches to LPTRP development and inter-agency coordination.

The activity concluded with a renewed call for collaboration among national agencies, LGUs, and academic institutions to advance sustainable public transport across the country.
